Using fluorescent lights. Definitely a money saver, though as the author says, do not use them in places where you turn the light on and off regularly. Another note is that fluorescent lights are hard on the eyes, especially when reading, and should not be used in children's rooms or study rooms.

Window lighting. Something that can not be remedied after the fact, and only helpful when first purchasing a house or if you have the opportunity to build your own. Building codes often restrict window sizes and amounts.

Solar panels. Best for those who want to save electricity because of environmental reasons and not for frugality, as solar panels are quite costly to install.
